The modern criminal procedural law is successfully developing. However, there are a number of problems that require theoretical research both by established scientists in this field and by young scientists (post-graduate students).
The International research conference “Criminal proceeding based on the rule of law as means to ensure human rights” has theoretical and applied significance for the development of the science of the criminal procedure, the system of the criminal procedural law of the Republic of Belarus, Ukraine and Russian Federation. The scientific significance of the results of the conference is that they complement the theory of law, develop scientific understanding of various aspects of the subject under research and also contribute to the resolution of legal problems. The practical significance of the conference is due to the fact that the provisions and conclusions formulated in the reports of its participants are accompanied by concrete proposals and recommendations that can be applied in the development of new and improving existing normative legal acts, be taken into account by authorized state bodies in the course of their enforcement activities.
The conference is organised in co-operation of the Belarusian State University and Humboldt University of Berlin under financial support by the German Federal Foreign Office.

It will be held in Minsk at the Law Faculty of the Belarusian State University on November 9-11, 2017. The conference will be attended by researchers from Austria (Graz University), Germany (Humboldt University of Berlin), Russia (Russian State University of Justice, Tomsk National University, Samara National Research University named after Academician Sergey Korolev, Institute of Legislation and Comparative Law under the Government of the Russian Federation, Baltic Federal University named after Immanuel Kant), Ukraine (Lviv National University, National University of Law named after Yaroslav Mudryi, National University "Odessa Law Academy", Lviv State University of Internal Affairs) and Belarusian higher education establishments, in particular, the Belarusian State University, the Hrodna State University named after Yanka Kupala, Academy of the Ministry of Internal Affairs of the Republic of Belarus, Polatsk State University, Academy of Management under the President of the Republic of Belarus.
In view of the geopolitical situation in the region, the transformation of national legal systems could be based on the experience of neighboring countries. At the same time, Germany (in the territory of the former GDR) has a positive experience of changes in the system of socialist criminal justice. Belarus is an ideal place for exchanging opinions and finding solutions.
The holding of such international conferences at the Law Faculty of the Belarusian State University promotes the formation of a favorable image of the Republic of Belarus, the enhancement of the authority of the Belarusian State University in the international arena, the creation of favorable conditions for the development of relations with foreign universities, research centers engaged in the study of problems of lawmaking and law enforcement, training of specialists, legal scholars.
At the same time, the conference is intended to promote fruitful dialogue and exchange at the scientific level, development of interpersonal relations, despite the current complex geopolitical relations.
The main language of the conference is English (with simultaneous translation into / from Russian). After the conference, the materials will be published and distributed to representatives of the participating states.

Accommodation and board
Our foreign speakers will be accommodated at the Hotel “Minsk” in the heart of our city.
National Airport Minsk is situated in 42 km from the center of Minsk. You can easily get to/from the Airport by public transport, shuttle bus as well as by taxi.
There are regular-route bus No. 300Э and shuttle buses No. 1400-TK and 1430-TK between Minsk (the stop is near the Minsk-Passazhirsky railway station) and National Airport Minsk.You can buy a ticket at Minsk bus stations ticket offices, via ticket sale booths situated at the bus terminal "Tsentralnyi" or online. If you depart from National Airport Minsk you can buy a ticket via ticket sale booths situated at the airport terminal and at the bus stop as well as from the ticket agent on the bus stop or from the bus driver. The bus-stop at the Airport is situated in front of Gate 5-6 (the ground floor, arrival hall). Journey time: about 1 hour. Here you can see the bus timetable.

Useful information
Please be aware that Belarus observes UTC +3 Time all year. There are no Daylight Saving Time clock changes. So from the 30th of October 2017 the time difference with Berlin is +2 hours.
The Belarusian ruble (BYN), the local currency of Belarus, is not a fully convertible currency, so you won’t be able to get any before you arrive in the country. It is available in: banknotes: 5, 10, 20, 50, 100, 200, 500 rubles and coins: 1, 2, 5, 10, 20, 50 kopecks, and 1 and 2 rubles. There are a large number of exchange offices in all cities in Belarus. You can also change money at most banks and there are a growing number of ATM machines in Belarus, particularly in Minsk. The most commonly accepted currencies at exchange offices and banks are: US dollars, euros, Russian rubles. Money exchange in the street (from people) is forbidden and punishable as petty crime (in addition, illegal operations will result in the confiscation of foreign currency and other funds held by the offender). At the moment 1 Euro is 2,29 BYN, 1 US Dollar is 1,97 BYN.

Mit welchen Dokumenten können Touristen über den Flughafen einreisen?
Die Bürger der Europäischen Union reisen mit Personalausweisen. Sind diese für Belarus zugelassen?
Für die Einreise in die Republik Belarus im Rahmen des 5-tägigen visafreien Reiseverkehrs über den Nationalen Flughafen Minsk sind folgende Dokumente erforderlich:
— ein gültiger Pass (!) oder anderes gleichwertiges Ersatzdokument, dass für den Grenzübertritt bestimmt ist und von einer zuständigen Behörde des Staates ausgestellt wurde, dessen Staatsangehörigkeit der Inhaber besitzt. Dieses Dokument muss bei der Ausreise aus der Republik Belarus noch mindestens 3 Monate gültig sein (Auslandsreisepass). Personalausweise sind für den Grenzübertritt nicht zugelassen!!!!!
— eine Versicherungspolice, Versicherungskarte oder ein anderes Dokument, das die Existenz einer Krankenversicherung gemäß der Gesetzgebung der Republik Belarus bestätigt
— eine Migrationskarte (erhaltend an der Flugzeug)
— ausländische Staatsbürger sind verpflichtet über ausreichende finanzielle Mittel für den Aufenthalt in und für die Rückreise aus der Republik Belarus zu verfügen. Die finanziellen Mittel können in nationaler Währung oder in frei konvertierbarer Währung vorgehalten werden und müssen am Tag der Einreise 2 in Belarus geltenden Basissätzen pro Tag des Aufenthaltes entsprechen (20 Euro pro Tag!).
Kann man am Ende der Reise die Republik Belarus über jeden beliebigen Grenzübergang oder nur über den Flughafen verlassen?
Die Ein-und Ausreise beim 5-tägigen visafreien Reiseverkehr erfolgt ausschließlich über den Nationalen Flughafen Minsk.
Um ein Visum zu erhalten, benötigt ein Bürger der EU:
- den gültigen Reisepass im Original
- den Visumantrag (Formular unter: http://mfa.gov.by/docs/visa/visa_de.html)
Hinweise zum Ausfüllen – bitte, unbedingt lesen
ein Exemplar im Original (die Kopien werden nicht akzeptiert!), vollständig ausgefüllt und eigenhändig unterschrieben alle Felder sollen ausgefüllt werden (von Hand oder am Computer), deutlich und lesbar
- ein aktuelles Foto, aufgeklebt auf dem Antragsformular - ein Exemplar (Größe: 35 x 45 mm) - von vorn fotografiert, vor glattem, hellem Hintergrund - hohe Auflösung - ohne Knicke und Beschriftung auf der Bildseite — biometrisches Foto (das Gesicht macht 70-80 % des Fotos aus) - nicht älter als 6 Monate
- Kopie des aktuellen Nachweises der Reisekrankenversicherung mit allen erforderlichen Angaben
- die Quittung über die Bezahlung des beantragten Visums (60 Euro)
- Original oder Kopie der Einladung (in der vorgeschriebenen Form für ein Kurzvisum) von einer belarussischen juristischen Person auf dem Kopfbogen, mit Unterschrift und Stempel verfasst
N.B. Für Geschäftsvisa mit Gültigkeit bis zu 30 Tagen für die Staatsbürger der EU ist die Einladung nicht erforderlich (kann dennoch vom Konsul angefordert werden). Im Visumantrag (Punkte 20-22) aber sind unbedingt der Name, Anschrift und Telefonnummer der einladenden Organisation anzugeben sowie Adresse des Aufenthaltes in Belarus!!!!!!!
Die Bearbeitungsfrist für einen Visumantrag beträgt 5 Arbeitstage nach Vorlage des kompletten Satzes der Unterlagen (2 Arbeitstage – für Express-Visa).
Cultural suggestions
There are more than 20 theaters in Minsk as well as a circus. Among the most famous National Opera and Ballet of Belarus, Yanka Kupala National Academic Theatre, Maksim Horki National Academic Theatre of Drama. The performances in most of them are in Belarusian and Russian.
